WHAT BLOQUEO?

Surfing online I discoverd that this happened yesterday:

Pennsylvania Agriculture Secretary Dennis Wolff today announced that a second shipment of cattle has been sold to Cuba as a result of his trade mission trip last year, and as part of Cuba's commitment to invest $10 million in agricultural commodities within Pennsylvania.Yahoo News

And it was their second shipment!!!!!

AND STILL THERE ARE PEOPLE WHO ARE WILLING TO BUY INTO THIS BS:

Somebody please explain to me the logic behind all of this? HOW CAN CUBA DECLARE A BLOQUEO WHEN THERE REALLY ISN'T EVEN AN EMBARGO?

AND WHY ARE THERE IDIOTS OUT THERE IN THE WORLD WHO STILL WANT TO BELIEVE THIS?
