I direct your attention to this Miami Herald article about Cuban migrants making their way to Honduras (through the use of smugglers and otherwise) in trying to get to the US/Mexico border.

The wet foot /dry foot policy is a leaky band-aid for the real problem which is the unbearable dictatorship of fidel castro.
